RAK police play a significant role in maintaining
security and stability; they spread the spirit of satisfaction among citizens
and residents. The safety and tranquility which our country is enjoying are a
result of the efforts exerted by those men, who are standing up to their
responsibilities and performing their tasks with sincerity day and night to
achieve the highest levels of security and to compete with all the countries of the
world. RAK police seek to be one of the most developed and improved
governmental departments, they exert significant efforts to provide the best
services in various fields.
RAK Police was established in May 1965. It started as a small force of about 100 personnel, two officers, and a number of non-commissioned officers. This small force was able to force law since crime levels were definite in the conservative Emirates community.
With the increase in the population, a workforce with new customs and traditions, and the growth of the emirate, new departments and divisions have been introduced in order to cope with the new developments.
A number of leaders, who demonstrated loyalty and passion to their country, respectively directed RAK Police G.H.Q. Among those leaders were Major General Sultan Bin Salem Al Qasimi, then Major General Sheikh Talib Bin Saqr Al Qasimi, he has been leading Ras Al Khaimah Police since 1995 to 2014, after that Major-General Ali Abdullah bin Alwan Al Nuaimi became Commander-in-Chief of the RAK Police till now.
During this period, RAK Police received full support from Major-General Ali Abdullah bin Alwan Al Nuaimi, who has exerted efforts and paid constant attention to developing RAK Police and making it one of the most advanced security forces worldwide. Under his leadership, many achievements and aspirations, that were dreams at once, have been accomplished. His achievements have enlightened the history of RAK and marked a trace that can never be forgotten.
There is no doubt that police forces, nationwide, have advanced and prospered due to the attention paid by the country since its establishment, this advancement was beyond the bounds of possibility in the past. Although its recent establishment, today our police forces are leading the most developed countries, as for security and stability it enjoys, according to the latest standards.
It is worth mentioning that RAK Police have made great strides in various security fields. It established modern police with the most recent and required capabilities, and it is constantly planning to obtain great advances in different technical or administrative policing fields. This was achieved through training courses, implementing significant police projects, and adopting the latest developments in accordance with scientific standards in order to elevate the security levels provided to the community.
- In July 1993, Police Dogs Unit and Equestrian Unit were established for criminal investigation purposes, unveiling drugs and explosions as well as tracing wanted criminals.
- In 1996, the Forensic Evidence Section was established, it works on collecting evidence from crime scenes, inspecting and analyzing them to prepare reports for the competent authorities.
- In 1996, the Operation Room was established; it is equipped with an early warning system that is linked to all banks, gold shops, malls, and main shops in the UAE.
- On September 1st, 1996, Al Ain Al Sahera Magazine was issued, it is periodic security and educational magazine issued by RAK Police G.H.Q (Media & Public Relations Department), which discusses recent developments and news related to police.
- In 1996, the Relations & Moral Guidance Section was established; it concentrates on raising public awareness about various policing cases, in particular, crime combating and maintaining interior security. It also focuses on preparing and organizing media programs, ceremonies, and celebrations, enhancing human relations, and issuing police-relevant printouts and publications.
- In 1998, Comprehensive Patrols Section was established.
- On February 15th, 1999, was the establishing of the Training Center in the Al Mamora area. In 2001, its designation was transformed into Training & Security Studies Center.
- On April 10th, 1999, the Vehicle Technical Inspection Terminal was established.
- On September 15th, 1999, the Police Aviation Unit was established.
- In 2000, a Fingerprinting System was established.
- On November 2000, the Marine Rescue Unit was established.
- In 2001, Gym Hall in the Police Officers Club was inaugurated.
- In 2001, the Information Systems Branch was established, it deals with computer systems, web programming, and e-links.
- Many police stations and security points were established in the Emirate to maintain the security of the community. Many branches of Criminal Investigation Departments, Guards, Licensing, and Traffic Departments were established in some stations such as (Al Madina Police Station, Al Mamoura Police Station, Al Rams Police Station, Al Deqdaqa Police Station, Al Monaey Police Station, Tunb el-Kubra Comprehensive Police Station), while the security points are (Port Security Point, Al Jazeera Security Point, Khat Security Point, Shaem Security Point, Ras Aldara Security Point, Masafi Security Point, Athan Security Point, Kedra Security Point, Alhuailat Security Point, Airport Security Point).
- On January 1st, 2004, a new quarter for RAK Police G.H.Q was established, it consists of various directorates, departments, and sections that are equipped with the latest technological aids.
- In 2005, the Special Force Unit was established; it is considered a striking force to intervene in crises and tough situations in order to enforce security and stability.
- In 2005, the Punishment & Correction Establishments were established.
- On March 21st, 2006, a new premise for licensing & traffic Department was established. Numerous e-systems were installed that ensured the speedy completing of transactions in accordance with security controls.
- In 2006, the Vehicle Technical Inspection Terminal was established at Al Kusaidat area in order to provide the public with the best services.
- In 2006, the Emergency and Rescue Unit at the Operations Department was established.
- In 2006, new security surveillance cameras joined the operation room; they were distributed in the Emirate streets and linked to the operation room in order to control the security situation, and to arrest criminals before carrying out their crimes.
- In 2006, the new premise for Forensic Evidence Lab was established; it is equipped with latest devices to unveil the real causes of crimes so that police can arrest criminals in a short time.
- In 2007, the new premise for Al Mamoura Police Station with it various branches, including Guars Branch, Traffic Branch and Criminal Investigation Branch, was established.
- In May 15th, 2011, RAK Police was transformed to General Head Quarters; it includes three Directorate Generals which are Directorate General of Police Operation, Directorate General of Human Resources and Support Services and Directorate General of Central Operations.
- A great attention was paid to telecommunications as an integral part of the security process that links between various departments, so a modern and sophisticated telecommunication network was established, it links RAK Police G.H.Q with all its stations and security affiliate units, including mobile patrols in order to enable the police to move quickly to be able to counter any risk which threatens the homeland, the citizens and residents, so that security and order can be enforced using a civilized method.
- As for sports, RAK Police had a great experience in this field through the Police Officers' Club which hosted various sports tournaments, including the HH Minister of Interior Cup, HH Police Director General's Cup, organizing various Ramadan courses, as well as the popular tournaments that have been made in the Police Shooting Championships, which is held annually at the Shooting Swan Square area with the participation of various police departments nationwide. RAK police has achieved leading places in this tournament and first place in saucers drop for consecutive years.
- RAK Police have contributed fundamentally in the first projects of setting the strategy of the ministry since 1987, and from which the first codified strategy emerged in 2004, and then it was announced the new strategy of the Ministry of Interior (2011-2013) which was associated with the strategy of the federal government. Leaders in RAK police had an effective participation in all levels to upgrade the strategy of the Ministry of Interior (2014-2016), and to adopt its mission, values and objectives. They set a plan for the implementation of the strategy that relied on initiatives related to the Cabinet, and the internal initiatives as well as local initiatives, which reached up to (14) supportive initiatives in order to achieve the objectives of the ministry, and paying a great attention to apply the strategic guidelines, and link all activities and acts of the leadership with the strategic objectives and its axes.
- Through implementing the Ministry of Interior Strategy that makes the UAE one of the best countries in safety and security, RAK Police have established modern police that have the required capabilities, as well as utilizing from international and global expertise in order to obtain the strategic objectives. RAK Police Commander-in-Chief was awarded French Legion of Merit by the French president in appreciation for RAK police role as well as its constructive cooperation and attention that serve mutual interests between both parties in the security field.
- Commander-in-Chief of RAK Police was awarded the Australian Distinguished Golden Medal "Excellence and Quality Award" as the most distinguished Commander-in-Chief. He was also awarded the Golden Badge of Honor for Excellency by H.H Ajman Ruler. He was also awarded Appreciation Badge by H.H Deputy Prime Minister and Minister of Interior. RAK Police was awarded Quality certificate ISO 9001:2008 for all its departments and organizational units.
- RAK Police is always keen to obtain excellence awards and to award its innovative staff members in various fields that serve police work, aiming at motivating them towards achieving innovation and quality. RAK Police urges its staff members to complete their higher education studies, Master and PHD degrees, out of the belief that education is the backbone for success in any institution that includes training and qualified cadres. Moreover, RAK Police Commander-in Chief was keen to organize annual meeting with officers to review recent developments and discuss the best methods of work in an atmosphere full of affection and intimacy. RAK Police Leadership have adopted a new approach to develop its policy and strategy through adopting standard comparison approach and visits to France, Taiwan, Britain and America to exchange information and expertise in order to develop police work and security.
- RAK Police G.H.Q had a strong belief in collaboration as the secret of premises and communities success, so that it created partnerships with many partners and they have reached up to 13 partners, who were divided into strategic or operational partners, who serve the strategic objectives of the Leadership.
- These systems include the security information room systems, (SAP) System, including e-link system, the internal electronic portal which includes (65) programs, and (34) electronic service for customers. This step added a qualitative shift in the information and correspondences secret exchange systems, GBS system, caller ID system nationwide as well as SMS text messaging system to communicate with all employees of the police and inform them of the instructions and commands.
- In addition, applying digital fingerprint system to facilitate and follow-up their presence and left process, and most recently was SAP system that is linked with the department of Finance in RAK to facilitate the purchase orders, contracts and revenues. The first phase of training and qualifying cadres began, and it was to be approved by the very beginning of 2015.
- RAK Police G.H.Q has been keen to provide many vital services for the customers in accordance with the tasks and competencies related to the strategy according to the clarity of its administrative operations, which were divided and defined into four levels. The first level of operations, which were 6, was related to the strategic objectives of RAK Police to implement (15) strategic initiatives. The administrative processes reflected on the organizational structure of RAK Police G.H.Q. The number of services provided by RAK Police G.H.Q has reached up to 123, 77 services for the Traffic Department, 31 services for Police Operations, and 15 services for the Correctional and Punitive Establishment.17 Service Centers at the leadership level has been activated, 7 Comprehensive Police Stations across the emirate to provide various services to all community members 24/h, including traffic, criminal complaints services.
- RAK Police G.H.Q has exerted efforts to implement its strategy that aims at reducing accidents rates and deaths through identifying the main reasons for traffic accidents and finding proper and timely responses, as well as crime limitations and reducing its levels.
- RAK Police has adopted complaints and suggestions methodology to be able to provide services to its customers and to strengthen their trust, through revising their complaints and find proper solutions to them. Customers' feedback has motivated RAK police to implement innovation programs in the services provided, and defining the proper time needed to complete and improve the services.
- RAK Police G.H.Q has been keen to recognize its staff members' satisfaction through conducting many surveys by external unbiased centers such as Emirates Center for Strategic Studies and Surveys, or through internal surveys conducted by RAK police. These surveys reflect RAK police true image in the eyes of its staff members in adopting the outcomes to rectify possible deficiencies and to improve services
- RAK Police G.H.Q works on implementing and achieving its objectives that aim at enhancing community policing concept, through activities, programs and participations in awareness campaigns in both traffic and security fields, such as summer program " Police Friends" for school students to instill good values and morals in their souls. Its objectives also aim at supporting cultural and drama activities in the Emirate, organizing blood donation campaigns during the whole year, participating with the community in its happy and sad moments, as well as providing help to patients. Last year, the overall community satisfaction level reached up to 92.8.
- The great development of RAK Police is an evidence
of the strong and deep belief of the leadership in security as the main reason
for development, construction and prosperity that could not be achieved
regardless of stability and security, so that security services have reached
all community sectors including business locations, factories and inhabited
areas. This was through the security premises and various mechanisms used to
serve the security and elevate the competency of security forces, staff
members, and updating their mechanisms and equipment's with the latest
technical and scientific aids. This development enables police to prepare
plans, maintain security, unveil or prevent crimes, and protect the community
safety and stability.
